Building on Tinhare island is not an easy task for 3 main reasons:

The island is within an Environmental Protection Area (Called APA Tinhare Boipeba) and the process of obtaining construction licenses takes long time and is quite complicate. You have to pass through several government offices as Semarh, CRA and the local Prefectura before you get the final license called Alvara.

The second complication arises when you have to transport the construction materials. It will have to pass through many hands before getting to the construction area in the island, causing not only lost of some materials but also a high increase in the cost of it.
Let's assume that we have to buy a cubic meter of stone for construction.

It is bought in Valença.
- There, the store sends it to some of the ports of embarkation in this city.

Once unloaded from the store’s truck the carriers know as "Estivadores” of Valença that you have to hire in advance need to put it into bags and manually carry the bags on board of a boat previously rented by you. -Once the boat is at the port of Morro de Sao Paulo will be required again, the services of the so-called Estivadores, this time the ones that live in Morro de Sao Paulo, to download the material from the boat to the port.

3. The third and equally important reason why it is difficult to build in Morro de Sao Paulo is the work force. While there are many people with expertise to deal with any kind of construction it is not easy to deal with them.
Probably a wrong election of workers will get to some common problems as bad budgeting, workers missing every Monday (famous Bahian Dominguinho), mistakes in the most important moments of the construction that will get to material waste among some other disappointments you will have to face with. |
